Standing down in the V.I.: Dangerous Hurricane Frances barely affected the U.S. Virgin Islands and Puerto Rico. In light of her size and strength, all precautions were taken. In the V.I., the Governor, Charles W. Turnbull, closed schools and government offices, leaving semi autonomous entities to make their own decisions based upon discretion.
Some area businesses remained open, serving those who had to go to work such as emergency and media personnel, as well as last-minute shoppers. Hurricane shutters festooned the streets, and all was quiet as Frances passed us further to the north than had seemed possible.
